A delegated mailing domain is a subdomain that is transferred to the administration of an email service provider. The service provider then ensures that all necessary information is available in the context of the domain so that emails sent in your name can be delivered reliably.

Delegation takes place via a few entries in your domain's DNS, which are used to set the name server responsible for the subdomain to that of the service provider.
